This MasterClass will offer an insight into the rules of public procurement that a contracting authority must adhere to when awarding a public contract.
The course goes through the procurement process from tender evaluation and award requirements, to the standstill period and seeking clarifications in relation to the decision-making process.
Particular emphasis will be placed on explaining how the award of public contracts are challenged, offering practical guidance on the use of the Review Regulations, and how public procurement challenges are taken through the Courts.
Attendees will leave the course with a clear insight on the protocols set out in both the Award of Public Authorities’ Contracts Regulations and the Review Procedures Regulations. Attendees will also leave the course with an understanding of best practice techniques in relation to both the award, and the challenge to the award, of a public contract.

Called to the Bar in 2002, Fiona is dual qualified as both a barrister and a mechanical engineer. Fiona trained in London with the legal team of a global firm of consulting engineers before acting as legal adviser to their Irish offices and has experience in both contentious and non-contentious construction work. She holds a Masters Degree in Construction Law and Dispute Resolution from Kings College, London, a Postgraduate Diploma in Irish Construction Law and Contract Administration from Trinity College, Dublin and is presently completing her Executive LLM in Public Procurement Law and Policy. As a barrister, Fiona has been instructed across the full spectrum of engineering and construction disputes from professional indemnity insurance, loss, expense and prolongation claims, defects claims, public procurement and adjudication. Fiona is familiar with all the major forms of construction contracts from the traditional Irish RIAI and IEI forms to NEC, FIDIC and the Irish Public Works forms.
CMG Professional Training courses take place at our state-of-the-art training facility in the Apex Building situated in the Beacon Quarter of Sandyford Industrial Estate, Dublin 18. The CMG Training Centre is accessible by the Luas, (Sandyford line, Stillorgan stop – 6 mins walk) several bus options (the number 11 travels from O Connell street Dublin and stops directly outside the training centre) and we are situated very close to the M50 at the Beacon Hospital corner. There are several car parks within a three minute walk from the training centre with very competitive ‘all day’ parking rates and we have a range of coffee shops (including Starbucks) as well as shops and restaurants nearby.
