This Housing Law and Policy course will examine the provision of housing and housing supports in Ireland. The aim of this course is to provide an understanding of the legal and policy issues concerning housing, with a particular focus on social housing, rental accommodation and issues of equality and discrimination in the context of housing.
Introduction to the law and policy context to housing in Ireland
Social Housing and social housing supports:
o Overview, eligibility and application processes
o Allocations, Priority Categories and Homelessness
o Obligations, Rights and Responsibilities of Local Authorities and Tenants
Private rental accommodation:
o Overview of the Residential Tenancies Act 2004, including landlord/tenantrights and responsibilities, types of tenancies, evictions and what fallsoutside the Act
o Role of the Residential Tenancy Board
o Equality and discrimination in private housing
The Public Sector Equality and Human Rights Duty:
o What is it?
o Why is it important in the context of housing?
o Particular barriers faced by minority and vulnerable groups
The future of housing in Ireland – what is on the horizon for Irish Housing Law and Policy
This course would be of interest to practicing lawyers who work in the housing related area, including all local authority lawyers. It will also be of great interest to law-makers and public officials at national and local level, as well as academics and students, policy-makers and social policy analysts, planners, housing managers, estate agents, architects, engineers, surveyors and others.
