Alan has practised in environmental and planning law since 1994, in Brussels and Dublin. He has been involved in over 400 environmental and planning cases before the courts and at Bord Pleanála and EPA oral hearings, acting for developers, environmentalists and public authorities. Cases in which he was involved have related to waste facilities, incinerators, wastewater treatment plants, cement works, aluminium works, steel works, motorways, bypasses, bridges, wind farms, quarries, town centres, chemical plants, electricity connections, gas terminals, water abstraction, and many more. He has represented clients before the European Court in Luxembourg, Supreme Court, Court of Appeal, High Court, Circuit Court and District Court. In 2019 he was called to the Bar, having been a solicitor until then. He has addressed conferences organised by the EPA, Irish Centre for European Law, Irish Environmental Law Association, Engineers Ireland, and others. He has an LL.M. in European Law from the College of Europe, Bruges, and an LL.B. from Trinity College, Dublin. He has written a manual on enforcement of planning law in Ireland, deceptively titled “Planning Enforcement Manual.”
