Paul has over 25 years’ experience in the preparation of EIARs and in their evaluation on behalf of consent authorities. He has been team leader in the preparation of EIARs for developments across a wide range of sectors including urban development, leisure, pharmaceutical, infrastructural and flood alleviation schemes. He is actively engaged in complex and challenging projects at the edge of current understanding of interpretation of legislation and case law. He has a depth of experience in all aspects of EIA including: screening; briefing of specialists; scoping; preparation of EIAR sections; reviewing and co-ordinating inputs from other specialists and design teams; and managing the compilation of EIAR documents. Paul is leading the current review of the EPA Guidelines on the information to be contained in EIARs and the accompanying Advice Notes and was involved in the preparation of both the original EPA Guidelines in 1996/7 and their review in 2002/3.
